No Confidence Motion: Basics Explained
Discussion is taking place in the Lok Sabha on a no-confidence motion.
In a parliamentary democracy, a government can be in power only if it commands a majority in the directly elected House. Article 75(3) of our Constitution embodies this rule by specifying that the Council of Ministers are collectively responsible to the Lok Sabha hence the Confidence and the Non Confidence motion(NCM) can be introduced in Lok Sabha only.
For– a motion of no-confidence, any Lok Sabha Member of Parliament(MP), who can garner the support of 50 MP’s, can, at any point of time, introduce a motion of no-confidence against the Council of Ministers. When admitted in the house it takes precedence over all other pending business of the house. After the adoption of the NCM the Council of Ministers is obliged to resign.
Thereafter, a discussion on the motion takes place. MPs who support the motion highlight the government’s shortcomings, and the Treasury Benches respond to the issues they raise. Finally, a vote takes place – in case the motion carries, the government is bound to vacate the office.
Rule 198 after Lok Sabha mentions a procedure for a motion of no confidence; there is no mention in the articles of the Indian constitution for a motion of no confidence.

MOTION: It is a procedural device by which functions of the House are sought to be achieved. It proposes a question or suggests a course of action before the house.
RESOLUTION: It is a self-contained motion. If the resolution is passed in the form of a statue it has a legally binding effect but if it is passed as an expression of opinion it has only a persuasive effect.
TYPES OF MOTION
Censure Motion: This motion, seeking disapproval of the policy off the ruling government, can we introduced Lok Sabha only by the opposition parties under the rule 184 of the rules and procedures of the Lok Sabha. If this motion is passed in the house, the Council of Ministers is bound to seek the confidence of the Lok Sabha as early as possible.
Further if a money bill or the vote of thanks to the president is defeated this will amounts to the censure of the Government policy and the Government need to seek the confidence of the Lok Sabha.
Confidence motion : It is not found under the rules and procedures of the parliament but has come in vogue under the Indian parliamentary practices with the emergence of coalition government. It is introduced by the government itself to prove that it commands the approval of the house.
Cut motion : These are a part of the budgetary process which seek to reduce the amount of grants these are moved in the Lok Sabha only they are classified into 3 categories
Policy Cut it implies the mover disapproves off the policy underline the demand it form of expression is that “the amount of the demand be reduced by Rs 1”.
Economy cut this means reduction in the amount of the expenditure be reduced to rupees a specified amount; it form of expression is that “the amount of the demand be reduced by Rs (a specific cut)”.
Token Cut: It is introduced where the object of the motion isto ventilate a specific grievance within the sphere of the responsibility of the Government of India. It form of expression is that “the amount of the demand be reduced by Rs 100”.
