The Naxalites are an insurgent group that draws inspiration from far-left radical communists, supportive of Maoist political ideology. The Maoist rebels have been fighting for more than three decades in eastern and central India for what they describe as the rights of tribal people in the region.
The Naxal movement came into shape in 1948 but spread into full fledged violent movement under the leadership of Charu Manjumdar in 1967. The word Naxalism finds its origin from the small village of Naxalbari in West Bengal.
It starts from Andhra Pradesh and runs through Orissa, Madhra Pradesh, Chattisgarh, West Bengal , Jharkhand, Bihar and Maharashtra. The stretch has been termed as the Red Corridor. The proponents of the movement are poor peasants and tribal people who have been deprived of the basic necessities of life. Naxalism is the most important internal security threat to India. Poverty and lack of education were the traditional causes of this extremism.
The heterogeneous economic system is the basis of Naxal violence started in the country, with the mindset that there would be no justice without conflict in this system and motivating Marxism, Maoism.
- There is a great need to improve the standards of governance in Naxal-affected tribal areas.
- There should be improved coordination between central and state authorities to control the situation.
- There is a need to adopt a multi-pronged approach to address the problem on political, security and development fronts in a coordinated manner.
- The need is to formulate different sub strategies to suit the developmental and security requirements specific to a particular region
Naxalism is not a law and order problem, it is a social and economic problem. It needs to address the issues of the disadvantaged and tribal communities. They need to build faith in democracy. In order to build the trust of the people of the tribal areas, there is a need to solve the basic issues of roads, electricity, water as well as issues related to daily life in those areas. Efforts should be made to integrate the tribal’s from the Naxal areas.
Employment should be made available to them. There are provisions in the Constitution for the tribal community. It is the government’s responsibility to protect this society from exploitation. But the exploitation continued to grow rather than its stop.
There is need for more seriousness in implementing the programmes for developing the infrastructure in the affected districts, to improve the economic conditions of the people and winning back the confidence of those who are alienated from the mainstream of the society and are aligning with the Naxalites.
