Civilian Award by Indian Government cannot be used as prefix

Today government announced Padma Awards 2026 Winners List.Actor Dharmendra Deol awarded the Padma Vibhushan posthumously.

The Bombay High Court(DEC 27 2025) said that civilian awards such as “Padma Shri” and “Bharat Ratna” are not titles and cannot be used as prefix or suffix to names of the awardees.

The Civilian awards conferred are:

  1. Bharat Ratna- 1st degree of honour
  2. Padma Vibhushan- 2nd degree of honour
  3. Padma Bhushan- 3rd degree of honour
  4. Padma Shri- 4th degree of honour

Bharat Ratna, the highest civilian award in India, came into existence in 1954. It recognises exceptional service or performance of the highest order across any field of human endeavour. Upon conferment, the President of India personally presents the recipient with a Sanad (certificate) and a medallion. However, the award does not include any monetary grant. Importantly, Article 18(1) of the Constitution of India clearly prohibits the use of Bharat Ratna as a prefix or suffix to the awardee’s name. Furthermore, the Prime Minister alone makes recommendations for the award directly to the President. In terms of design, the medallion takes the shape of a peepal leaf and features a bronze-toned finish. At the centre, it prominently displays the emblem of the Sun, with the words “Bharat Ratna” inscribed below in Devanagari script. On the reverse side, the medallion bears the State Emblem along with the State Motto

Padma Awards, among the highest civilian honours in India, are conferred in three distinct categories—Padma Vibhushan, Padma Bhushan, and Padma Shri. Similarly, the Padma Shri recognises distinguished service in any field of endeavour. Moreover, the Government of India announces the Padma Awards every year on the occasion of Republic Day, thereby highlighting outstanding contributions to the nation.Gallantry Awards are presented to the personnel in the forces for bravery and valour.
